The correct option is C Try to conclude the statement as Let two vectors a and b then sum of magnitude of 2 vectors a+b=10 and magnitude of resultant is underroot a2+b2 then insert all values of all options one by one like underroot 3^2+7^2 gives underoot 58 =7.6 then find underoot 2^2+8^2 gives8.2 that is close to magnitude of resultant 8,so thats the correct option all the other options give less answer

Actually ,this is my method of solving .It is correct when the resultant is perpendicular to the vectors .it does not hold if the vectors are parallel or anti parallel.if u want to know the real method let me know
