Phospholipid bilayer is correct because it is hydrophobic and it prevents hydrophilic substances from diffusing in or out. Proteins are correct because although their interiors are hydrophilic their outer surface is still hydrophobic so that it can embed in the cell membrane bilayer. Both are correct but phospholipid bilayer is better answer

I just googled it and we are confusing permeability with selective permeability. Selective is the key term here and protein channels decide which substance can go in or come out although bilayer is the main reason of permeability
