As the amounts of reactants needed (according to the balanced equation) and those given (in the problem) are equal, there's no limiting reactant. By dividing the actual yield (28; given) with the theoretical yield (2x18; got from the balanced equation), we get 28\36=0.63 making (A) the correct option.
