ig cuz, microscopic objects mein uncertainities bhi hoti hein, quantum physics better applies on them secondly impulse depends on momentum and momentum depends on both mass and velocity if an object is at rest i.e its not moving then velocity is zero , if velocity is zero then momentum is zero and if momentum is zero then impulse is zero so yeah, impulse is for moving objects only
