But sis, I think CH3Cl is most suitable because aqueous NaOH gives substitution reactions and it generally prioritize primary alkyl halides

Here solvent is water (aq.NaOH)which is polar protic solvent that facilitate SN1 reaction. And tertiary alkyl halides prioritize SN1 reaction
